A quorum of 10 RMC Churches (at least 1 from each of the 5 Associations) with a minimum of 6 Authorized Clergy and 4 Lay Delegates is necessary to proceed with an Ecclesiastical Council. Visitors are welcomed to attend but will not be able to vote.
